To: Faculty, Staff and Students Date: June 28, 2004
From: Institutional Review Board (Mona Ibrahim, Chair; Frank Elston, Mathew
Lindholm, Ruth Lumb, Hank Tkachuk, Mike Wohlfeil)
Re: Concordia College's IRB Policies, Procedures and Forms
The Institutional Review Board committee has completed its revision of the
College's IRB policies, procedures, and forms. Please note that IRB regulations
apply to ALL research involving human subjects conducted at Concordia College,
as well as research conducted elsewhere by CC's faculty, staff, and students.
The revised IRB documents can be accessed at: http://www4.cord.edu/acadAffairs/irb/Default.asp
Please take time to familiarize yourself and your student researchers with
the revised IRB policies, procedures, and forms. They will be in effect starting
September 1, 2004. Until then, the current policies and forms (which are
attached to this message) will remain in effect.
Changes to note in the revised documents include:
* An education requirement for principal investigators and all key research
personnel.
* Submission deadlines.
* Students may assume roles as Principal Investigators conducting exempt
research as long as they have a faculty sponsor who will serve as
co-investigator and faculty advisor on the study. Students may not serve as
Principal Investigators on expedited and full-board review research.
* Research studies approved through an expedited or full-board review must
be reviewed by the CC IRB at least annually.
* Investigators must seek CC IRB approval before making any modifications
or amendments to approved research.
* A Final Report needs to be filed with the IRB when a research project
that required CC IRB review and approval (i.e. an expedited or full-board
review protocol) is completed.
* Chairpersons are required to fill out a "Chairperson's Report of
Approved Departmental Exempt Research" at the end of each semester, and
to keep records of protocols approved by them for three years.
* Principal investigators are expected to keep records of all research
materials and consent forms for three years.
* New forms.
Please don't hesitate to contact the IRB committee if you have any questions
about the revised documents or about a human subjects research issue. The Office
for Human Research Protections (OHRP) at the U.S. Department of Health and Human
Services (DHHS) also welcomes consultations on matters of human subject
protections. Their toll-free number is (866) 447-4777. Thank you.
