Board Meeting Notes from Mark Guthrie, President of USTCA Division III
Track & Field
As a group (NCAA I-II-III, NAIA, NJCAA, HS.....) we discussed
leaving
the USA Track and Field meeting dates in early December and establish
our own convention at a later date. All divisions agreed in principle
to do this, however, we felt that it was important to survey the various
division membership for their input. There were various reasons for
this discussion depending on which division you were a part of as well
as concerns brought forward by the national office in the lack of cooperation
they are receiving from USA Track & Field.
The concerns were:
1] Lack of communication from the USATF office as to dates, hotel information,
meeting room availability, etc.
2] By moving, it would allow for those individuals who serve on USATF
committees to not run between USTCA and USATF meetings.
3] It eliminates the conflict for D-II, D-III, and NAIA coaches who
have teaching responsibilities.
4] A move would allow those head track coaches who also coach cross
country, uninterrupted time with their track teams as
opposed to leaving right away for the USTCA meetings in December.
5] It eliminates coaches leaving the USTCA meeting to get back in time
for a meet the first weekend in December.
6] By having the convention in June, we have just finished the track
season and concerns are still fresh in our mind and we can
advance those concerns to the NCAA Sub-committee to act on during their
summer meetings at the end of July, thereby eliminating the lag time we
current have for rule changes.
Division III also expressed the concern for a centralized site and cost concerns when looking forward in the discussion that followed the motion to move the convention.
The final concensus by the executive board is as follows:
1] Move the December convention to June to coinside with the USA
National Championships.
2] Continue to provide a clinic for the educational component.
3] Utilize a hotel/motel away from the USA Championships headquarters
at a more reasonable cost.
4] Provide as one of the package options, tickets for the USA Championships.
5] Move the Hall of Fame Banquet to this date and consider adding the
National Coach of the Year Award to that event.
The site for the next three years would be: 2002 - Stanford; 2003 - Stanford; 2004 - Sacramento
I need to have each region rep, poll your region (USTCA members only) and give me an indication as to their opinion on this matter. We will take a formal vote at the December convention to detrmine this question. Please have the straw vote to me by October 1, 2001.
We will have this years convention in December in conjunction with USATF no matter what the opinion is as a result of this survey. If, at the convention, we vote to move the USTCA Convention to the June date....we would also have a meeting at that time, realizing that it may be a small group.

NCAA Committee Announcements
1) Women's 3000 Meter Steeplechase added to the 2002 NCAA Outdoor Track & Field Championship. The NCAA will drop the Women's 3000 Meter in 2002.
2) NCAA denies request for an increase from 200 to 230 for the Indoor Championship.
3) 2001 NCAA Outdoor standards adjusted. New NCAA Outdoor Standards
4) Electronic NCAA POP's and Entry Procedure mandatory starting 2002. No faxes.
5) Cross Country Survey Results. Please return your survey ASAP. So far results favor the current team/individual advancement or the 2 team per region with no cap. Results also show a 53%/47% break favoring an increase in the women's cross country distance. Of the 53%, 79% favor a 6000 Meter and 21% favor an 8000 Meter.
6) Throwing impliments must be weighed prior to competition. The NCAA will adjust the throwing impliment maximum weights to be more tolerant.
7) The NCAA will form a subcommittee on indexing banked and oversize/undersize tracks. Please send in information regarding your athlete's performances - banked vs. oversize vs. undersize vs. flat tracks.
