Election Bylaws
Article II. Election and Appointment of Student Government Officials
(approved by the SGA Forum on Thursday, January 24, 2008
Section 1. Governance
A. If the ECC Commissioner is a candidate in the election or
affiliated with any campaign, the ECC shall select the Election Marshal
by a simple majority vote preferably from within the ECC thereby
disqualifying the Election Marshal from affiliating with a campaign.
B.
The ECC will create, approve, and publish an
election rules packet, the Campaign and Election Handbook. The rules
shall become binding unless they are found in violation of the Student
Government Association Constitution or By-Laws.
C. The ECC will decide all rules for the election.
Section 2. Elected Members Timeline
A.
Before March 1
a. President/Vice President
b. Senior Class Representatives
c. Junior Class Representatives
d. Sophomore Class Representatives
B. Before October 1
a. First Year Class Representatives
Section 3. Election Process
A.
The Election Marshal shall supervise all elections.
B. Candidates must be members of the Concordia Student
Association, as defined by the Constitution, and in good disciplinary
standing both as verified by the Student Affairs adviser of the ECC.
C.
An
official petition stating the person and office the person is seeking
shall be filed with the Election Marshal before the filing deadline.
1. For the Office of President/Vice President 300
signatures from members of the Concordia Student Association, as defined
by the Constitution are needed.
2. For the Office of Class Representative 75 signatures
from members of the Concordia Student Association, as defined by the
Constitution, are needed from the Class Representative’s academic class
the candidate intends to represent.
3. No person may file for more than one office in the
same election.

A valid petition including the student’s
name, current class, and intended position will place a candidate’s name
on the official ballot.
D.
Ballots
1. Ballots shall be designed so that members of the
Concordia Student Association, as defined by the Constitution, are able
to vote for one President/Vice-President and two Class Representatives
from within their respective class.
2. The position of names on the ballot shall alternate.
3. Ballots will be electronic and voting shall be done
electronically over a secure connection on the internet.

The ECC may provide an alternative to electronic
voting if it is determined that electronic voting is not sufficient.
5.
The Student Government Ballots shall not provide a
space for write-in candidates.
6. If voting is unavailable to a student on Election
Day, absentee voting may take place by informing the Election Marshal of
the intent to vote absentee prior to the election date.
7. In order to be removed from the ballot, the
candidate(s) must submit a letter of withdrawal to the Election Marshal
by the date set in the Campaign and Election Handbook.
E. Elections for all Offices will be decided by a simple majority
of votes.
F. In the event of a tie, a run-off election will be held within
one week if possible.
1. The run-off election is only for those candidates
who have tied in the original election.
2. If a tie remains after the run-off election, the
position will be determined by a coin flip.
a. The Election Marshal
shall flip the coin. This shall apply only to the top
President/Vice President candidates as well as the two top Class
Representative candidates.
b. The Candidate whose
birthday is the closest to January 1 shall call the toss before the
flip.
